I have carried such razors without issue. Only thing they have ever wanted to look at is whether the shaving gel can had a lid on t.

I too use a Gillette SensorExcel - no problems with carry-on. And to answer your question about what a safety razor is - any cartridge type razor fixed or pivoting, reusable or disposable is considered a safety razor - the ones that are considered unsafe and would not be permitted in hand luggage are the open blade old style razors - either fixed blade or using disposable blade inserts.
As for lubricant, I have used shaving soap and a brush for years - it is my preferred over aerosol or a tube of shaving cream (such as Faulding shaving cream) - I haven't tried the shaving oil. If you don't want to have to worry about security checks, soap or electric are the only way to go - oil, cream or foam must all be put in your clear plastic bag and separated from your normal bag for scanning purposes. But it you have aftershave, deodorant or toothpaste, you need a zip lock bag anyway, so it's not going to make any difference if you have your shaving oil/cream/foam in there as well.
