I had a similar experience, on NRT-PER. However even up until approx. 1 hour before the flight, the points had been deducted but it still said upgrade decliend

Just upgraded CNS - BNE return and came up with the same strange message "Note: Your upgrade from Cairns to Brisbane has been declined." & "Note: Your upgrade from Brisbane to Cairns has been declined."

And they are having trouble spelling Platinum in the top right of their website when making the booking:

Mr MARKH
Platinium
Frequent Flyer Points : xxx

Indeed, checked back for the first time in a while on a booking and points upgrade for MEL-PER-MEL I made (successfully) several months ago and have an identical situation:

Status: Confirmed
Upgrade status: Declined
Class: Business (U)
Flight Duration: 4h 05m

As in your case the other signs indicate J - I have e-ticket receipt indicating J, CMT indicating J, and points deducted at time of booking/upgrading which were done in rapid succession ages ago, so not too concerned, though if it persists for much longer I may just point it out to QF and ask what gives.
