I understand that as a Platinum I am allowed to access Qantas international business class lounges when not flying on a Oneworld airline. Am I allowed to bring in a guest? It would appear that I am allowed a guest as long as they are travelling with me.

I believe contextually this means the guest "must be travelling with you [on a carrier] not necessarily Qantas, British Airways or Jetstar" which could be further interpreted as having to be on the same flight(s).

That is how I am interpreting the conditions but I am just wondering if there is an override or alternate interpretation. I will have to print that webpage and carry it with me.
Lounge access for the guest, especially free alcohol for 2+ hours in SYD and SIN, could well sway the guests' decision to travel on the same SQ flight(s) as me.

Yes you do need to be flying to access international clubs anytime but useful for example when flying say HKG to China - you can pick up an el-cheapo on a non oneworld carrier (CX is very expensive) and still use the QF lounge.

What about in ports where there is no Qantas Club? Can a QFF Platinum access, for example, the CX third party lounges in DPS if flying, say, Garuda? Or does it only apply in ports where there is a Qantas lounge (eg. Singapore, flying SQ to NRT)?

It's purely a benefit when accessing Qantas lounges. So some example lounges:
LAX (Qantas shared), SIN, BKK, SYD, HKG, NRT etc.
Not applicable to anyone else's lounges, and even Qantaslink has refused anytime access to some of their lounges to WP at times.

Last Saturday in BKK I was flying with SQ BKK-SIN and my friend was flying TG BKK-SYD. Checked in and then we went down to the Qantas Business Lounge. The plan was for me to go inside and grab a couple of beers and take them outside.
Got to the Qantas Business lounge reception and I took out my Platinum card and showed my SQ boarding pass and I politely asked the lady "I know I am not allowed to have a guest if not flying Oneworld airline but my friend is flying TG is there any chance he can come into the lounge as my guest?". The lady took my Platinum card swiped it and said "This is your lucky day". My friend was allowed into the lounge and we spent an hour or so having something to eat and a drink or two.
Very positive experience and not always going to happen but again it is one of the greatest benefits of Platinum status and it never hurts to ask politely. My friend was really happy that we were given lounge access.
