While I agree that Japan/ Guam HHs are generous with promotions (e.g. this time last year was a 3X promotion), I hardly would say they just about always have a double or triple points offering open.

However it's feasible that given my eye is most often on the bottom line (cheapest room) I've missed many promotions.

Let me rephrase then. I get Hilton and HHonors specials emailed to me regularly. Almost every month there is some deal involving Japan and Guam. I havent checked or kept any records but I'm confident based on the emails that there is a special or promo on more often than not.
