I'm looking into the exact details; but IIRC, it is along the lines of being a part of a legal agreement that airline operators have to agree to when obtaining approval to transport PAX to/from the USA etc.

That is the Qantas baggage policy for travel to the USA. Are you sure that Jetstar has the same policy regarding separate tickets?

I don't think JQ have a choice, I get the impression that carriers are forced to allow 2 PC - see post #11.

Then again, Try telling that to to the MEL check-in agent if they decline on the day of travel.

Thanks everyone for your assistance with this, have tried calling Jetstar again this morning but could not get through, was going to call Qantas or try a travel agent this morning..will keep an eye on this site today for any further responses or help that anyone can offer ...It's about a $1000 saving out of Sydney instead of Melbourne and would need to factor in the return domestic segments but there seems to be a few of them around on the days and times I need for less than $100 each way.

just to advise have spoken to a fabulous guy at Qantas, advised me to book a Q flight domestic to Sydney return ( not JS) and Qantas will link the bookings all the way through including the luggage to ensure we are entitled to the full baggage allowance..problem solved I hope will let you know how I go once all flights are booked.

By this page: Jetstar - Recommended Connection Times and Baggage Transfers , Jetstar indicate they will interline QF->JQ in SYD, but to allow at least 105 minutes each way to connect. Note there is a ^^ proviso and that is:

^^ For baggage to be through checked (transferred) your flights must be in the same booking (ie. Have the same booking reference number).
It may be that by linking the bookings it looks to to the check-in agents and downline staff to be the one PNR.

None of this really relates to whether you can have 2 pieces to/from the USA ex MEL.

I am over this..and you maybe right just booked the flights Q Mel - Syd return and the Syd - Hnl, called Qantas back cannot find the guy I spoke to and the girl there did not want to know...back to square one I think but now I have the flights..will call again and get them linked and just see what happens !!
