Starclass does include meals, but just the same meals as the other passengers are able to pre-order or buy on board. It includes the same limited supply of beverages as can be pre-ordered of purchased on board.
I certainly expect it will make the JQ experience quite ok and provides an option for those willing to pay a little more for a better seat, which is what most carrier's premium economy products are about. The fact that it will pay QF Business Class status credits for QF FF members is a real bonus.
