QP T&C's in this regard state:

3.3 Partner memberships are available under the following conditions:

c) The Partner must reside at the same address as the Primary Member.

There is no requirement of the Partner member other than same address.
So If
you live at your father's home and
he has no other partner member and
he is currently a Qantas club Member (whether by paid QP membership or status), then you are quite free to join the QP as a partner member.
The cost (including Joining Fee) for an Australian resident is $385 for one year. Once joined, the annual renewal is around the $250 quoted.
